Assign separate dossier permissions

Dossier admins and responsible persons can now directly extend or withdraw permissions on a dossier. This function makes it possible to grant specific people access to a dossier, even if they do not have access to the higher-level fileplan entry. This allows you to retain control and manage access rights efficiently.
